President/Tigard Branch Manager - 35 + years @ CTI
Steve's main location is in our corporate office in Tigard, Oregon. Steve's long tenure at CTI makes him the ideal person to manage our corporate office. Steve has held nearly every possible position in CTI at one point or another and his vast understanding of the "ins and outs" of our business, compounded by his extensive knowledge and experience in special inspection and materials testing, gives our clients access to a truly unique asset. When Steve is not providing consulting services to his clients, he spends time on his ranch, where he hunts and generally just "kicks-back". Steve is also a collector of sports and comic memorabilia, not to mention that he is quite the movie buff as well.

Senior Engineer/Geotechnical Department Manager - 20 + years @ CTI
Brad is the Principal Geotechnical Engineer and Department Manager for Carlson’s geotechnical division. Originally from McMinnville, Oregon, Brad obtained his Bachelor of Science in Civil Engineering from Oregon State University in 2002. Brad started with Carlson later that year as a staff engineer and has been here ever since. Brad has served as a project manager/engineer on numerous projects in the transportation, commercial, residential, industrial, and municipal sectors. He is licensed as a professional engineer in Oregon, Washington, Idaho, and Wyoming. His experience includes geotechnical investigations, shallow foundation design and analysis, deep foundation design and analysis, retaining wall design, pavement design, seismic hazard analysis, embankment design, settlement analysis, and geotechnical construction observations. Brad became Department Manager in 2012 and takes great pride in developing and maintaining working relationships with clients and design professionals on their wide variety of projects. His interests include hiking, camping, playing and watching sports, running, cooking, hunting, working on his hobby farm, and spending time with family and friends in the Oregon outdoors.

Senior Engineer/Specialty Testing Division Manager (Tigard Office) - 10 + years @ CTI
Jay is our Senior Engineer and manager of our specialty testing division and brings over 30 years of materials engineering to CTI. As a experienced engineer, Jay is the ideal contact for projects requiring "out-of-the-norm" or specialized testing needs where no recognized standards are available for use or reference. Jays' projects typically require specific or unique designs or applications of new technologies or engineering methods to accomplish the goals of the project. Jay is heavily involved in the design of test programs for such items as load testing, fire-escapes, fall protection, concrete condition assessments, vibration monitoring, siesmic upgrades, ground penetrating radar investigations, friction testing, wood moisture, floor moisture, floor flatness and levelness and more. Clients are encouraged to contact Jay for their specialty testing needs. When not developing "out-of-box" methods or solutions, Jay enjoys wood working and shop projects, boating, collecting old military memorabilia, and the Portland Timber games.

Sr. Vice President/Assistant Branch Manager/Sr. Project Manager (Tigard Office) - 25 + years @ CTI
Keith is the Assistant Branch Manager / Senior Project Manager for our Tigard Corporate Office and supports Steve Leach in the day-to-day operations of the branch. Keith is also responsible for the supervision of our other in-house project managers and is heavily involved in the review of project budgets produced by our estimators. Keith has obtained numerous special inspection certifications and has performed daily inspections on some of the most complex construction projects in Oregon and Southwest Washington. Keith's success can be attributed to his ability to fully understand his clients concerns and goals and his commitment to maximizing our productivity while completing our services. Keith's hobbies include building bamboo fly rods and custom fishing rods, archery, fishing, golf and fabrication of metal artwork

Vice President, Special Inspector, Project Manager & Safety Director (Tigard Office) – 8 years @ CTI
Taylor started his career at Carlson Testing, Inc. (CTI) in 2010 and then returned to school where he earned a B.S. in Marketing & Advertising from Portland State University. He returned to CTI and quickly worked towards certifications to inspect and test concrete, pre-stressed concrete, masonry, proprietary anchors, soils, rock and asphalt. Most recently Taylor finished the 162 hour OSHA safety training and is currently CTI’s Safety Director. Taylor fills multiple rolls at CTI and is a valued employee. When he is not at work Taylor enjoys hunting, fishing and spending time with his family and friends.

Quality Assurance Manager & Corporate Radiation Safety Officer (Tigard Office) - 25 + years @ CTI
Jason Bryant is the Quality Assurance Manager and Corporate Radiation Safety Officer of Carlson Testing, Inc. Before being named QAM in April 2018, Jason was Carlson’s Salem and Eugene Laboratory Manager responsible for all laboratory operations and personnel as well as managing ODOT and FAA projects. In addition, Jason’s responsibilities included the title of Radiation Safety Officer (RSO) overseeing the activities and management of the Radiation Safety Program. Jason is on his second tour with Carlson with the first starting in 1992 that included a seven (7) year stint in between working as the Corporate Laboratory Manager and RSO for a Portland based Geotechnical and Environmental firm building his knowledge in Soil Mechanics and laboratory quality systems. Jason receives the greatest gratification at Carlson working with and sharing his knowledge with team members to help them reach their potential and achieve their goals. Outside of the office Jason enjoys hunting, camping and spending time with family.

Bend Branch Manager, Sr. Project Manager/Field Supervisor (Bend Office) - 25 + years @ CTI
Ted is a project manager and field supervisor in our Bend Branch office with over 30 years experience. Ted was initially hired in 1996 in our Tigard office. Ted ultimately transferred to our Bend office in 2005. Ted's area of expertise includes airports, schools and electrical substations. Ted has an unbelievable ability to memorize, digest, breakdown and thoroughly understand and comprehend project specifications. In fact, Ted spends a significant amount of time fielding phone calls from architects, engineers, contractors, and even our own inspectors who are seeking clarification to specifications related to their individual project. When not advising others, Ted enjoys travelling with family, buying and selling antiques and collectibles, making concrete memorial benches and rock hounding.

Senior Geotechnical Engineer (Bend Office) – 5 + years at CTI
Sam served as Senior Geotechnical Engineer for Carlson Testing’s Bend, Oregon branch office. A native to Corvallis, Oregon, Sam received his Bachelor’s Degree in Civil Engineering from Portland State University in 2018 and signed on with Carlson shortly thereafter as an E.I.T. Initially, Sam performed soils and concrete inspections on civil construction projects throughout central Oregon and then began working with CGT’s professionals conducting geotechnical and pavement investigations. In 2021 Sam became a licensed Engineer registered in the state of Oregon. Sam’s current role is Senior Geotechnical Engineer and he served in this capacity on a host of projects in the commercial, municipal, and residential sectors throughout Central Oregon. Sam takes pride in building long-lasting professional relationships with clients, and employs his dedication to helping others to help his clients achieve their project goals. Sam’s experience includes conducting geotechnical and pavement investigations, designing earthwork related to deep and shallow foundations systems, designing MSE and rockery retaining walls, performing liquefaction and slope stability assessments. Outside of work, his interests include skiing, backpacking, white-water rafting, mixed martial arts, golfing, and cooking.

GEO Project Manager (Bend Office) – 5 + years @ CTI
Parker is a Registered Geologist and Project Manager for Carlson’s Bend, Oregon branch office. Parker earned his Bachelor of Science degree in Geology from the University of Vermont in 2013. Originally from Rhode Island, Parker moved to Bend after college and started with Carlson in 2015 as a laboratory technician and quickly worked himself into a go to laboratory and field technician. Parker became certified in most of the ODOT technician disciplines and gained considerable experience working on ODOT highway, FAA airfield and energy transmission infrastructure projects. More recently, Parker transitioned within the company to his current role as a geotechnical project manager where he has collaborated with CGT’s professional staff on a variety of geotechnical projects in the central Oregon area. In 2021 Parker became a Registered Geologist licensed in the state of Oregon. His skill set includes geotechnical investigations, geologic hazard assessments, construction observation and materials testing, and working closely with Carlson’s clientele to help their projects be successful. As a dedicated skier at heart, Parker spends most of his free time skiing and snowmobiling during the winter months, and enjoys mountain biking, camping and road tripping through Oregon during the summer.

Certified Technician, Mix Designer and Project Manager (Bend Office) – 10 + years @ CTI
Kevin is currently a Project Manager and certified technician in our Bend branch office. Kevin was initially hired by our Tigard office as a laboratory technician where he performed testing in the concrete and soils laboratory. He quickly transitioned into a certified concrete/soils technician and proprietary anchor inspector. Kevin transferred to CTI’s Bend office in 2015 and gained considerable heavy civil construction experience working on projects throughout eastern/southern Oregon. He currently holds certifications for all ODOT technician categories offered and manages mix design and RSO operations for our Bend office. Kevin recently began serving as a Project Manager on airfield and highway projects and is actively engaged with in-house training of our future certified technicians. Away from work Kevin enjoys fishing, hunting, honing his billiards skills and spending time with his family.

Bento is a Project Manager and Laboratory Supervisor for Carlson Testing’s geotechnical division. Originally from Monrovia, Liberia, Bento graduated with a Bachelor of Science in Civil Engineering from Portland State University in 2017. Bento has served as project manager on numerous projects, and has worked with CGT’s professional staff on shallow foundation design and analysis, deep foundation design and analysis, settlement analysis, liquefaction analyses, retaining wall design, pavement design, and geotechnical construction observation services. Bento’s primary goal on every project is to provide quality and professional service, and to maintain good working relationships with clients and contractors. Outside of work, Bento enjoys spending time with family, cooking, playing basketball, soccer, tennis, chess, and Scrabble.

David is a Project Manager for Carlson Testing’s geotechnical division. David has worked in the geotechnical field for over 25 years and holds current certification as a Certified Erosion and Sediment Control Lead (CESCL). David routinely provides project management services for geotechnical investigations and construction inspections services on residential, commercial, industrial, and municipal projects for Carlson’s geotechnical division. David also serves as our primary lead on projects requiring erosion control inspection services during construction. David enjoys working with our clients and construction teams in building towards the future. Away from work David enjoys watching hockey and traveling.

Human Resource Manager (Tigard Office) - 40 years @ CTI
Kim is CTI's Human Resource Manager and she is located in our Tigard Branch office. She has a General Business degree from Portland State University and PHR certification from SHRM. Kim has been with CTI since 2006 and was also a member of CTI in the early 1980's. Kim works with our IT partners to coordinate projects as well as assists our Technical Director and Quality Assurance Manager in developing and maintaining the appropriate policies and procedures in which CTI operates. Kim is your "go-to" resource for Human Resource issues and client relations issues. Outside of work Kim, enjoys camping and traveling with family and friends.

Director of Office Operations & Corporate Secretary – 10 + years @ CTI
Jasmine started her career with Carlson Testing, Inc. as a receptionist. Over the past 10 years she has filled a number of positions with CTI as a typist, project setup, a project manager assistant and is currently the assistant for our Sr. Vice President and Vice President as well as the Tigard Office Manager. Jasmine success at CTI can be attributed to her positive attitude, willing ness to learn and whe has the ability to see things from a global prospective. While not at work Jasmine enjoys traveling, camping and 4-wheeling with family and friends. She also volunteers with SOLV and helps organize beach cleanup days.

Project Manager & Dispatch Manager (Tigard Office) - 25 + years @ CTI
Karen works from our Tigard branch office and currently serves as both Project Manager for our Specialty Testing department and the Tigard Dispatch Manager. She has been with Carlson Testing since 1996 and through the years has become a valuable resource for our clients and contractors scheduling needs. Karen is also a key member of our Specialty Testing groups operations, working side by side with other department managers coordinating the scheduling of equipment and personnel for services being provided from the department. When not at work, Karen enjoys the great outdoors and tasting wine.

Accounts Receivable (Tigard Office) – 25 + years @ CTI
Lesa brings a solid background to Carlson Testing’s accounting department and is currently CTI’s Billing Supervisor for all of our branch offices. She works from our corporate office located in Tigard, Oregon. Lesa is the primary point of contact for CTI’s Accounts Receivables and works closely with our Project Managers in generating monthly invoices and with our clients for their monthly accounting needs. Away from the office Lesa enjoys dabbling in interior design, supporting her husband’s drag racing passion and camping with family and friends.
